THIS IS also important because if all of the state appropriations in the formula for aid to localities for public education were considered as constitutional requirements then the General Assembly and the counties and citites would have lost a great deal of discretion and control over their budgets and taxes.
Generally, the budget bill provides for expenditures of approximately $6.2 billion over the next two years, including federal-aid funds and special funds such as the highway fund. I believe the total amount of money expended is too high although the legislature did make some reductions compared to the budget presented by former Governor Holtorh The legislature must do what it can to avoid tax increases in the future.
The budget does not provide for any reduction in expenditures as compared with the previous budget although it does not include all of the requests for additional funds. All of these requests could not be met without having an unbalanced budget. The requests for additional funds exceeded available revenues from present taxes by approximately $1 billion. There are always different ideas about the priorities as to which fund requests should be granted.
