was supposed to have. This was one of the first observations of the “outside consultant” who was hired to conduct a mandatory. five-year review of Fauquier’s Master Plan. The plan had not been successful in directing development around existing towns and villages, it had not been successful in curbing development in so-called agricultural and conservation zones, it had not been successful in halting “strip” development along highways.
Fauquier’s Master Plan, in fact, may be completely upside down because of two glaring inconsistences. One was the Supervisors’ endorsement of completition of 1-66 through the middle of the county’s major “conservation zone” area, and with a stated acceptance of the growth pressures this would bring. The second was scrapping of the Salem Church Dam project by the Corps of Engineers. The reservoir from this dam had been planned as a water supply to serve major development planned for the southern portion of Fauquier County. (An additional contradiction is that the Southern development area blankets some of the most active and productive farmland in the entire county.)
