Noting the large expanses of federally-controlled land in Virginia, particularly in national forests and parks, Robinson said:
“Such areas certainly cannot be regarded as the exclusive provinces of Virginia residents. I believe we are entitled, however, to have changes in management policies affecting federal lands in Virginia preceded by full interchange among federal, state and local officials and, especially, residents of the communities immediately adjacent to these federal reservations.”
