The Title I program provides money for a modular classroom in which to conduct the reading program as well as the funds to hire an instructor. Since students who need the reading course would take it during their English class, the reading program might even help reduce overcrowding in some of those courses, it was stated. The reading course is an “individualized” program, so students of different grades and reading levels can take the course during the same class time, Fleetwood said. However, relief of overcrowding in some English classes is only a secondary aspect of the program, he said.
The real purpose is to help high school students who don’t read as well as they might. If high school students show up poorly on standardized reading aptitude tests, the school system currently offers no way to help them, except bring it to the attention of the English teacher. But there’s no course in the high “school that teaches reading “per se,” Fleetwood said. “So there’s nothing we can do to improve reading skills.” School Board members agreed with chairman O. A. Norton that reading ability will reflect on a student’s progress in science and history, as well as English.
