SUPERINTENDENT Norton admitted to “mixed feelings about kindergarten.” He worried that some of the children who might benefit the most from such a program would be the very ones who would not attend. He said county educators had had a good experience with the summer program, and that was one reason why he was willing to accept this program as a substitute for the kindergarten program.

Montague concluded: We have a very good school system in Rappahannock. Much better than in most rural counties.”
