The great and serious failure of the 1976 General Assembly would be the failure to pass a number of major anti-crime bills which are now in the House Courts of Justice Committee. These bills have been passed by the Senate and I hope that in the last days of the session several of these bills will also be passed by the House of Delegates. I am not optimistic about the prospects.
These bills provide for the death penalty for homicide committed in connection with the sexual molestation of a child, rape, robbery, arson, or burglary and the Killing of a judge or law enforcement officer in the performance of his duties.
