He said he told of how some children are subjected to oneway bus rides of up to an hour and 40 minutes, and that Col. Luke had followed this presentation with testimony relating to the financial situation of the county “and the problems we have.”
THEN, said Montague, “we requested that the Board grant us the right, in lieu of an 180-day kindergarten program, to run a 60-day summer kindergarten. He said Title I funds used for a four-week summer program in the past had produced “heartening ” results, and he felt an extended summer program would be even better— and certainly better than the 180day program.
But after these presentations, the State Board of Education then considered the county’s formal written request for the summer program, in lieu of the longer program, “and they denied it,” reported Montague.
Norton then made a pitch for a delay in implementing the kindergarten program. The request was made on the fact of reduced elementary enrollment this year, and the prospect of a continuation of this trend, which would free two classrooms for a kindergarten program. By delaying the program a year, Norton argued, Rappahannock could avoid building extra space, and possibly avoid hiring additional personnel, as well.
“So we have until the 1977 school year,” concluded Montague.
