It is true that the legislature is very limited in what it can do about the rules of procedure and evidence in the trial of criminal cases because of Federal court decisions but the legislature has a very serious responsibility to do what it can to control crime and it can pass laws with respect to punishment for serious crimes of violence. I am very concerned that the legislature will not do all it can in this respect. Crime is the most immediate and critical domestic problem affecting the people in Virginia and the nation.
My bill providing that counties do not have to have voting machines for precincts with less than 750 registered voters will probably be passed.
