Luke also maintained that issuing a special use permit for a rented tract of land intended for landfill use might result in a “very conflict of interest situation” but he didn’t elaborate. Instead, he asked that anyone willing to lease land for a landfill operation contact Pete Luke or Community Trash.
“Why ask for a 34-acre use permit when only five acres are suitable (for a landfill)?” asked Commissioner Walter Masterson, in reference to the VPI soil scientist’s opinion that only some five acres of the property proposed for a landfill by the Updikes could possibly serve that purpose. He suggested that if the Updikes found a tract, no matter how large, that contained two acres of suitable soil, that they ask for a permit to cover just those two acres. He also suggested that the Updikes publicize the amount they would be willing to pay to lease appropriate property in order to create a competitive atmosphere.
