“LEASE or buy, it doesn’t make any difference,” said Luke. The decision of the Supervisors only related to a private operation rather than a public one. It didn’t matter how the ownership of the property was handled.
He again returned to the BZA decision. “I’m not sure the BZA would have given the permit even if the property was suitable,” Luke said, adding that the decision was based on citizen complaints.
Barksdale disagreed. “I think they would have given the permit if the site was more suitable.”
Luke still insisted that the BZA decision was a subjective one, made from an emotional viewpoint rather than an engineering one.
Commissioner A. Y. Stokes suggested that the Commission begin pinpointing possible suitable locations for a landfill, in case the decision was made to pursue a public facility, even though Rappahannock County does not have the Comprehensive Plan that Luke maintained is necessary to obtain Federal funding for land acquisition.
