NORTON reported that another bill before the Legislature would establish an ombudsman’s office with a state official authorized to mediate disagreements between parents and schools over tuition and placement of special education and learning disabled children. “This would completely bypass the School Boards,” said Norton. Regulations already exist governing both areas, he maintained and added that he didn’t understand the need to establish additional ones.
“A bunch of bureaucrats,” muttered Board member Arthlinda Quaintance.
“It upsets me,” said Norton, “to have laws considered for areas that are already covered,” charging that time and money is wasted in this duplication of effort.
