The other educational mandates imposed by state law are funded by the state but they are funded proportionately as they always have been because we have a public school system based upon state and local funding and a mixture of state and local control. I would be opposed to the state providing all of these funds for public education because it is likely that this would prove to be detrimental to the poorer localities and would result in complete state control.
