teachers. At present, a teacher notified of such action can appeal to the School Board for a hearing, said Norton. The proposed bill would alter the hearing procedures. According to Norton, the bill requires a hearing, if requested, to be held before a special panel.

THE panel would be composed of three members—one selected by the teacher, one by the Superintendent of the school system and the third by the other two members of the panel. If the teacher’s choice and the superintendent’s choice cannot agree on the third member, then the American Arbitration Association is to be called in, said Norton, with the School Board to bear the expense.

“I could name F. Lee Bailey as my representative,” Norton commented, and the School Board would have to pay for it.

“Then we’d have a hearing on you,” joked Chairman E. M. Montague.
