THE General Assembly committees continued to work through the large volume of bills introduced this year and some of the more complex and controversial bills are beginning to reach the floor of the House of Delegates and the Senate.
On the question of educational mandates imposed by the state upon the localities I have introduced two bills on kindergartens— one bill which would give the localities the option as to whether or not kindergarten is provided and another bill to allow summer school kindergartens to be sufficient to satisfy the state requirement. For the past three sessions I have introduced amendments to the state standards to accomplish one of these objectives but the amendments have been defeated. The prospects for the passage of one of my bills is not too favorable although I will make every effort to see that one of these bills is passed.
Kindergarten is the most expensive of all state standards imposed on the localities in the last few years. The state provides its proportionate share of the funding as it does for the other twelve grades but still the local share necessary to provide kindergarten, including capital and transportation costs, requires a substantial expenditure from local school funds.
