THE General Assembly in its last week of the 1977 session has completed work on a revised budget bill which, it is hoped, will result in a balanced budget by the end of the current budget period on June 30, 1978, and does not require any additional taxes, reductions in state aid to the localities or any layoffs of state employes. Further, the revised budget conditionally provides for. a pay increase for state employes which is needed and justifiable on the basis of increased cost of living and comparison with similar private employment.
