GENERALLY, the 1977 session has been more constructive than might have been expected at the beginning of the session in that taxes were not increased and several constructive bills on state regulations have been passed.
On the negative side the legislature has failed again to pass more stringent anti-crime measures regarding those convicted of serious, violent crimes and those who are habitual criminal offenders.
This is my last legislative report of the 1977 session. □
