WHEREAS it is resolved, that the American people are duty bound to establish a lasting and properly enduring honor, suitably expressing our high esteem for those gallant prisoners of war, who, with indomitable fortitude, upheld the traditional Code of Honor, as pledged by the United States armed forces.

WHEREAS in further recognition of those P.O.W.’s held during the Vietnam, Korean, First and Second World Wars, and other conflicts, who, with unparalleled courage and stamina, exceptional physical and spiritual endurance, steadfastly resisted the enemy’s prolonged torture of . body and mind, endured the terror and isolation of total darkness, suffered cruel deprivation of news from home and family to lift the prestige and distinction of our military men to a new and admirable fame.

BE IT THEREFORE RESOLVED that the Congress of the United States declare that significant and historic day, when our P.O.W.'s returned from
