Teacher certification is now handled by the state Board of Education which is opposing Garland’s bill. Henry Tulluch of the state board told the committee that teachers are now represented by a teachers advisory group that meets four times a year. He said that the change “would be a costly and inappropriate action.” The state board, he said, has moved to provide greater representation from the profession.
Del. Lewis P. Fickett Jr. (D-Fredericksburg), who proposed similar legislation last session, said the teaching profession is "discriminated against” because it does not have a professional review board composed of members of the profession.
