Del. Ray Garland (RRoanoke), patron of House Bill 421, told the House Education Committee last week, “Unlike the other professional schools, teacher training programs are largely self-certifiying of their own graduates. The certification apparatus in the (state) Department of Education is mainly a rubber-stamping affair.
