Tulluch said that teaching ^ a “public institution” and should be “controlled by the desires and needs of the public.

“You’ve heard it said that education is too important to leave up to the educators. Education has always been considered the public’s business.”

In his statement to the committee, Garland said, “While I believe very strongly that educators deserve the same dignity of substantial self-governance that has been accorded to other recognized professions, I am not interested...in granting any form of monopoly power to educators that will work against the public interest; but I believe that the composition of this board as embodied in House Bill 421—with 25 percent of the seats held by public members—will assure a lively diversity of viewpoint.”
