“You’ll never get money for capital outlay. ’Capital’ scares everyone, and ‘outlay’ sounds endless. I don’t think you’re trying to outlay capital; you’re trying to improve schools.”
Massie asked what the normal amount of time is for a board to spend gathering information for a construction program.
Faulkner said it should be done in one year. “The time limit forces people to come to a conclusion.” Then he said design would take nine months and construction about one year.
He suggested the board try to develop a 10-year master plan. Private schools use such plans to provide support for their fund drives, he noted.
Asked for his comments, new school Superintendent Robert Estabrook said he felt he needed to spend time with the school board getting background information.
“There seems to be some reference to what we want to do for the students tomorrow. How far away is tomorrow? How far down the road has the vision extended?” he wondered.
