If the school board changes its mind about what is wanted the architect still has to be paid for what he has done. “It has to be done very ethically,” he said. Another possibility, Faulkner said, is to request a feasibility study. For a certain fee (he gave $5,000 as an example) an architect might be asked to do simple line drawings of various alternatives, “Schemes A, B, C and D.”
“The $5,000 spent on a feasibility study might save a $50,000 construction error. Scheme A might be how to do it without additional construction,” he added.
Faulkner pointed out that the clerk's office he designed cost $39.56 per square foot to build. “The same building would cost $51.40 per square foot today,” he said. ^ The graph of increased construction costs of 10 percent per year has been fairly constrant for 11 years, Faulkner said. “There is no reason to think it will flatten. Reagan will do well if he holds it to that.”
Kent Reeve asked Faulkner if there was any way to incorporate volunteer labor from the community in the construction as was done in building the Baptist parsonage in Washington.
Faulkner replied that there is a problem with liability insurance. The Supervisors would have to pass some sort of regulation to cover workman’s compensation. The volunteers would have to sign some sort of release. “It's very difficult to coordinate volunteer labor. Volunteers can mess up construction by misunderstanding,” he added.
The meeting with Faulkner was followed by an executive session of the board with the three members left and Estabrook, presumably to discuss personnel.
