are in the process of constructing a “groundwater model” to chart the site’s groundwater resources and flow. “We are taking an extensive look at groundwater.”

In response to another question, Mr. Joyce reported that the depth of groundwater at the site varied “from two to four feet near the creek” to 22 to 24 feet below the surface in the area designated for the first phase of the project. Generally, he said, the flow is toward the streams and ravines at the north of the site.

He confirmed that, as required by state regulations, the leachate collection system will be monitored and any effluent analyzed to determine its chemical content. The state requirements include groundwater samples gathered and analyzed quarterly, as well as a comprehensive report submitted each year.

He confirmed that permanent monitoring wells have been drilled around the site, and that background data on groundwater quality is already being collected. Once the site is operating, he added, the owner is responsible for collecting the required data and submitting it to the state.

As is the case in Culpeper County, Mrs. Updike pointed out, Rappahannock will likely hire an independent firm to do the actual collection and analysis of the samples.

Another question from Mr. Chase concerned the preliminary design plan’s . intent to “isolate and reroute” a spring near the first phase fill area an estimated 75 feet to another discharge point.
