The company’s fuel rate decrease reflects not only the cost of fuel used for the generation of electricity, but also benefits of reduced costs to customers through credits from sales to other utilities. During the past year, Potomac Edison has been able to increase sales of electricity to other utilities, resulting in an overall reduction of fuel costs for its customers.
In September, the base rate decrease reflected the effects of lower tax rates prescribed by the 1986 Tax Reform Act, recent decreases in the company’s cost of capital, and, a reduction in return on equity ordered by the Federal Energy Regulatory Commission on Potomac Edison’s purchased power from a subsidiary, Allegheny Generating Company.
