To pave or not to pave By Naomi Smoot-Kimble Rappahannock News Staff Writer Rappahannock's Board of Supervisors listened Monday to residents' concerns regarding the new sixyear plan for secondary road construction. Voting on the issue was suspended until next month's meeting by county officials who said the evening's session conflicted with the celebration of the Jewish holiday, Yom Kippur. Voting or not however, many residents came out to voice their concerns over the condition of their roads, especially those living on Grimsley Road in Flint Hill. This road, which connects Routes 729 and 647, is currently partially paved. Resident Harry Newland would like to see the remainder of the road tar and chipped as well and asked the supervisors and the Virginia Department of Transportation to consider it for rural rustic road status which basiClosings & Meetings • The Rappahannock County Courthouse and other county offices will be dosed Monday, Oct. 13 in observance of Columbus Day. • The Rappahannock National Bank also will be closed on Oct. 13 and will reopen with regular hours on Tuesday, Oct. 14. • Rapidtrah transportation services will not operate on Monday, Oct. 13. • On Thursday, Oct 9 the Washington Architectural Review Board will meet at 7:30 p.m. at the Town Hall on Gay Street • On Tuesday, Oct. 14 the Rappahannock County School Board will meet at 7 p.m. (closed session) and 730 p.m. (public session) at the Rappahannock County High School band room. • On Wednesday* Oct. 15 the Rappahannock County Planning Commission will meet at 7:30 p.m. at the Courthouse on Gay Street Rappahannock News P.O. Newland feels that such alterations would provide vehicles with a more secure surface. He said he knows many of his neighbors enjoy riding horses and bikes, as well as walking on the road, and he does not foresee paving interfering with this. He said, he would not support tar and chipping if it diminished the "charm and beauty of the highway." "It would not affect the aesthetic element, its charm and country elegance,” he said. Not all were in concurrence with Newland. Several questioned whether the road truly qualified as rural rustic. VDOT representative Garrett Moore responded that with the current level of traffic on the road, and its potential of turning into a cut-through to major roads in the area, it does not technically qualify for the status. He added that a compromise was being considered. Paving could be done on a portion of the gravel road now and f the rest could take place later. Jennifer Alexander, a resident of Grimsley Road, was opposed to this as she felt it was a "piecemeal" fix which would only temporarily solve the problem. "I really don't want to see rural rustic," she said. "We don’t want to come back every year." Alexander was not alone. Susan and John Hanback, who recently purchased property on the road, also took issue with the proposed tar and chipping. "We bought our new property because we like the way it was. We like the gravel and we’d like to see it stay that way," she said. Sharon Payne was one of many who feared tar and chipping the road would increase speed and traffic on the road, as many would begin using it as a short cut. Newland nonetheless requested that the road be placed on the six-year plan. Further discussion resumes in November. ‘Cooter’s’ store to close Ben Jones, proprietor of “Cooter’s Place,” has announced plans to close the popular Sperryville “Dukes of Hazzard” venue shortly after Thanksgiving. “Unfortunately, Alma and I are simply not able at this point in our lives to give ‘Cooter’s’ the time, the attention and the energy that it requires and deserves,\he said. “We have had five absolutely wonderful years with it. . . . “We are going to miss it very much. . . . However, we are going to continue to present other events here, and some will definitely have that wonderful ‘Dukes of Hazzard’ thenie” /'Jones estimated that over a “half million” visito^ have passed through “Cooter’s Place” over the past five seasons. A second “Cooter’s Place” opened in Gatlinburg, Tenn. last year which will continue operating. Jones said that the store property on Route 211 will be on the market. Supervisors act speedily on illegal parking By Naomi Smoot-Kimble Rappahannock News Staff Wnter Applause filled the courtroom Monday afternoon as Rappahannock’s Board of Supervisors voted to look into the creation of a parking ordinance for the county. The decision was made after Peggy Ralph of Flint Hill spoke during the public comment session regarding what she perceived as a parking problem at the intersection of Route 647 and Route 522 in Flint Hill. “It’s an accident waiting to happen,” she said. She told how she feared that someone would be hurt due to parking in the town of Flint Hill in areas which were clearly marked with signs prohibiting parking. “The big P with the line through it, that means “No Parking’,” said Ralph. She said she was upset that there were no parking laws in the county and that nothing could be done about these cars, adding that some in power had told her to simply wait it out for an accident after which things would improve. “I’m not willing to wait for that to happen,” she said. Ralph was not the only one upset by the parking problem. Bob Dennis of Flint Hill said he remembered discussion on the issue years ago and how happy he had been when the no parking signs were installed. However these signs were to no avail, as law enforcement agents in the county are unable to punish illegal parkers. No ordinance exists for that in the county, explained Sheriff Larry Sherertz. Thus, he said, police officers are only able to ask for voluntary compliance, and only if they see the violation take place. He added that he has advised his deputies against waiting around to watch for such violations, or going into nearby restaurants to speak with poor parkers. He said that while working in other counties he had seen parking tickets work well. These tickets he said, can be written for the vehicle and must be paid by its owner. He referred to them as a “useful tool” which carried a “strong message.” He believes that if word got out that such tickets were being given, county residents would think twice before parking in illegal zones such as the one in Flint Hill. But the problem does not stop at town boundaries. Bob Lander said there is an issue of illegal parking even in Old Hollow, where those hiking in Shenandoah National Park often ignore signage. Board members did not wait until the issue’s allotted spot on the agenda came up. Right then, in the midst of the public forum, the group voted to examine the creation of a county parking ordinance. “That’s fast action,” said board chairman Pete Estes. lighting ordinance’s future looks brighter By Naomi Smoot-Kimble Rappahannock News Staff Writer Accolades abounded for Gwen Hays and her husband Clyde Humphrey at the Rappahannock County Board of Supervisors' meeting Monday for their initiative in researching and revitalizing the dormant lighting ordinance. The ordinance, which had been tabled by the board since spring of 2002 finally found its way back on the agenda this month, as the supervisors decided to further examine it and send it to Commonwealth's Attorney Peter Luke for revision. "We thank you very much," said supervisor Bryant Lee, one of many who expressed his gratitude to the couple for their efforts in bringing the ordinance back to life. But the couple, and many others in attendance, were equally grateful to the board for finally considering discussion of the matter. "Thank you for your inclusion of the lighting ordinance in this month's agenda," said Flint Hill resident Phil Irwin. Irwin, a long time supporter of the ordinance added, "I am not asking you to approve it. I'm not asking you to disapprove it. I'm asking you to think what the county will look like in years to come." Strasburg won the tournament with a score of 348 while George Mason finished three strokes ahead of the Panthers (375) to take second. Clarke County finished fourth at 409. Brian Taylor shot an 86 to lead the Panthers with Jacob Dodson (92), Ben Hahn (95), and Alex Sharp (105) completing the scoring for the team. Taylor finished second with the second highest individual score in the match to earn All-District recognition. Chef O’Connell invited to dinner by White House By Mary Ann Kuhn Rappahannock News Writer For once chef Patrick O’Connell was a dining guest himself and received royal treatment at a dinner and breakfast hosted by the White House this past weekend. At the invitation of Laura Bush and the Library of Congress, O’Connell, chef7proprietor of the Inn at Little Washington was a participant at the third annual National Book Festival on Saturday, Oct. 4. The President and Mrs. Bush entertained the authors at a black-tie dinner the night before at the Library of Congress and hosted a breakfast for them at the White House the following morning. O’Connell’s dinner partners were Secretary of State Colin Powell and his wife, Alma, who has written two children’s books. The National Book Festival featured a new pavilion this year called Home and Family, featuring food, cooking, gardening and related topics. O’Connell and Jacques Pepin, host of several PBS television cooking shows, were the two chefs chosen to represent the culinary arts. O'Connell taught himself to cook by reading cookbooks at the Rappahannock County library while living in an unheated farmhouse in Etlan. He spent the day in the library because it had central heat and at night kept warm by baking on an old, wood-burning cookstove. During the festival, Chef O’Connell shared the story of his unlikely success as a selftaught chef who created a world-class dining destination in the unusual location of Little Washington. His own book, “The Inn at Little Washington Cookbook: A Consuming Passion,” published in 1996, became a best seller and is now in its 13th printing. When asked how he felt about participating in the event, O’Connell replied, “I commend Mrs. Bush and the Library of Congress for recognizing the cultural contributions which the culinary arts have brought to the table. “And, as a native Washingtonian, I’ve always felt that there’s nothing more grand than an invitation to 1600 Pennsylvania Avenue. SPORTS RCHS volleyball squads each win in district games By Chris Ehrhart Special to the Rappahannock News District competition for the Rappahannock County volleyball teams began last week. When it was over, each squad had earned a district win The Junior Varsity team now stands at 6-2, 1-f in the Bull Run District and the Varsity squad 11-1, 2-0. For the first match of the season on Oct. 2, the Lady Panthers traveled to Falls Church to take on the George Mason Mustangs. In the Junior Varsity team’s first game, George Mason pulled ahead ■with strong serving and won. 25-21. In the second game, Rappahannock was able to keep the score close, but George Mason won 26-24 and the match 2-0 The varsity team took the court. The first serve of the match was at 7:20 p.m and by 8:10 p.m., the Lady Panthers had defeated George Mason in three straight sets 25-10, 25-11, and 25-15. Rappahannock continued to dominate at the net with seven RCHS players recording kills. Rvisha Cook had 11. The incumbent supervisors and their challengers seem mighty quiet. There has been little public discussion of the serious issues that face the county in the next four years. Perhaps this is so because three of the five incumbent supervisors don’t face any challenger in the election to be held in less than one month on Nov. 4. Charles K. “Pete” Estes of Piedmont District, Robert Anderson of Stonewall-Hawthome District and Roger Welch of Wakefield District essentially get a free pass on Election Day, since no one qualified to run against them. But even in the two districts where there are contests—Jackson and Hampton—there has been little if any public debate on the important questions that will face the five men who take office next January. Property taxes have increased significantly in the past four years. Do the candidates see that as inevitable for the next four years as well? The county school system has unmet needs and desires that require more money. Where will the funds come from? Do the candidates have any ideas for new revenue sources other than the real estate tax? How do the incumbents and their challengers feel about growth and development in the county? Do they favor more commercial development such as Rappahannock National Bank’s commercial center on Route 211 which the incumbents approved? Do they favor preservation of open land through conservation easements? What future do they see for the county’s villages? Two years ago, the current board approved a plan by Sprint to provide cell phone service in the county but Sprint has not even begun building the system. What’s up with that? The supervisors approved a plan to provide bus service in the county and then killed it after six months. Do all the candidates think that was wise? The questions could go on. There are plenty of issues facing the supervisors and they need to be discussed before Nov. 4. Fortunately, there will be at least one opportunity for such a discussion when the Rappahannock League for Environmental Protection stages its issue forum for all the supervisor candidates on Tuesday, Oct. 21. The event will be held at The Theatre in Little Washington at 7:30 p.m. It is free and open to the public. We urge voters to attend. Questions will be taken from the audience. Breast cancer accounts for nearly one out of every three cancer diagnoses among women in the United States. Breast cancer is the most frequently diagnosed non-skin cancer in women. Each year we work hard to get the word out on fire safety. Our theme this year is, “When Fire Strikes: GET OUT! STAY OUT!” Make sure you nave working smoke alarms on all levels of your home and in all sleeping areas. Test them once a month to make sure they are working. Plan and practice a home-escape plan. Have a designated meeting place outside. And if your smoke alarm sounds, or if you see fire or smoke, GET OUT and STAY OUT. Once you’re outside, resist the temptation to go back in to find something or someone. Leave the firefighting to the professionals. With such messages, Rappahannock County firefighters work every day to make the public safer through education. Fire Prevention Week, now in its 81st year, is held tiie week in which Oct. 9 falls — to commemorate the Great Chicago Fire of Oct. 8-9, 1871. It began in the early 1970s as an overall 4-H club which met in individual homes. C.G. and David Thornhill were among the first 4-H members from the county to participate in the Culpeper-Madison-Rappahannock Farm Show. The club later evolved into the Rappahannock 4-H Livestock Club and the members actively participated in raising and showing livestock. The majority of the projects included lambs, swine and beef. In the late 1970s, the club began fundraising for the purchase of its projects. A major fundraiser and something many county residents looked forward to was the 4th of .July sale of lamb burgers, rib eyes and sliced lamb. The discontinuation of the festivities in Washington has made it increasingly harder to raise funds for the purchase of the projects. The club reached a peak in membership around the mid 1980s with 18 to 20 members participating. At that time, some 60-70 steers were shown at the C-M-R Farm Fair. Presently, there are nine members who raise beef, swine, lambs, goats and poultry. Members learn important life skills: responsibility for the care, feeding and health of animals, time management, record keeping and organizational skills and fiscal responsibility. Members are also required to report on a subject related to their project and learn important communication and public speaking skills. The Club goes on field trips to learn about the many facets of raising animals. In addition, they have participated in state livestock judging contests at Virginia Tech. The vast majority of the members attend college and report that their experience in the Livestock Club benefited them greatly in many aspects of life. Many of the members have received scholarships as a result of their participation in the Livestock Club. In addition, the earnings they received from the sale of their projects helped many members attend the college of their choice. Rappahannock is a very special county and agriculture remains a strong economic factor in the community county. Economic support of the 4-H members is important to continue to maintain that quality that sets Rappahannock apart from other places. We are always looking for new members (both young and adult) who are interested in participating in these type activities. If you are interested in joining/supporting/or learning moje about the Livestock Club please contact Randall Updike at 675-3747 or Jim Massie at 937-5361. 4-H Week celebrated this week V By Kenner Love Special to the Rappahannock News During 4-H Week, Oct. 5 to 11, Virginia 4-H will celebrate some of its successes and look to the future. “Our past is our wonderful alumni which includes the current Miss Virginia,” said Robert Ray Meadows, director of the state 4-H program. ‘The future will include successes for the nearly 207,000 4-H’ers in Virginia today. 4-H provides educational experiences that help youngsters to develop many skills,” said Meadows. The youngsters in 4-H sign up for projects in one of the 10 curriculum areas such as animal science, careers and economic development, communications and expressive arts, family science, foods, nutrition, and health, leadership and personal development. 4-H is the youth development program of Virginia Cooperative Extension, a part of Virginia Thch and Virginia State universities. Nancy Amanda Redd, who won the title of Miss Virginia early in the summer, was a member of 4-H at Martinsville in Henry County. 4-H is for young people between the ages of 5 and 19 years of age. Special materials are available for youngsters between 5 and 8 years of age. These 4-H’ers are called Cloverbuds and participate in projects designed for their ages. The class of a star depends upon its luminosity with class one, which she said are often the only stars visible to those who live in major urban areas such as D.C., being the brightest. Class 6 are considerably dimmer. These she said, were viewable by the ancient Greeks, but lost to most modern star gazers. While there she listened as, astronomer Francois-Marie Patomi urged listeners who felt strongly about the county's night skies to contact their local supervisor and urge them to take action on this issue. "If you're going to keep the skies dark," he said, "it will take something like this." Hays took the advice to heart and contacted each of the supervisors and questioned them regarding their concerns on the ordinance. She then worked on conducting analysis which board member Bryant Lee had requested. After discovering that one of the issues concerning the board was the need to purchase a light meter which would measure the brightness of county fixtures she purchased one with her own funds. The meter is similar to the one used in Albermarle County, she said, and can be easily calibrated. The meter cut out another concern the Board of Supervisors had as well: the funds required to train someone on how to use the device. This she said, would not be necessary as County Administrator John McCarthy is aware of how to use the meter. After nearly two years of waiting. Hays managed to revive the ordinance in just over a month. "I know how to get things done," she said. But the ordinance which Hays revived created a great deal of controversy in the past. Vivian Yancey of Amissville wrote a I otter to the Editor in September 2001 in the Rappahannock News, fearing that the new lighting ordinance would be tantamount to taking freedom of choice away from local residents. This is the third house on this year’s House Tbur, sponsored by the Episcopal Church Women of Trinity Church, Bromfield Parish, in Washington, and those who made the long, curvy drive to see it on Oct. 18 or 19 will be rewarded with lovely views and a fascinating, beautiful home, enjoyed by its original owners. Bud and Doris Rowzie, their five children and 13 grandchildren. Although The Deep Woods is only 30 years old, the Rowzie’s roots in Rappahannock County go back much further. Bud Rowzie was bom at home in Amissville, delivered by Dr. Boldridge who came on horseback. Growing up, the whole Rowzie family fished the Rappahannock River from the banks, and picked watercress along the very property Bud and Doris now own. It was Doris Rowzie who saw the advertisement for the property in the papier in the 70s, and convinced her husband that they should look at it. They camped on the property for about 10 years, before the house was built. After the family’s first visit to walk the land, their young son Russell named the house by asking, “When are we going to go back to the deep woods?” Outside, The Deep Woods is cradled by beautiful shrubbery and gardens, a fountain, mature dogwood and weeping cherry trees, vine-covered pillars and garden statuary. Although the river cannot be seen from the house itself, the gleam of the pond enlivens the views from decks, porches and patio. Inside the house, charm and graciousness are the key. The living room, furnished in rosy colors, is restful and inviting. Overstuffed chairs, lace curtains and a lovely fireplace with a mantel that can hold the countless stockings needed for the family’s Christmas celebrations contribute to its beauty. The dining room features a huge brick fireplace, a dining table that seats 20 and the Rowzie’s collection of Lenox figures. Navy blue flowered wallpaper and matching draperies continue the formal theme. The kitchen has an island with maroon tile countertop, as well as a maroon Tea each day will be served, as it has been for many years, at the Middleton Inn in Washington. Architect Jay Monroe did the design for the remodeling, and the Poes built both the original house and the addition. Upstairs are the master bedroom, other bedrooms and a prayer room, used by guests for reading, meditation and prayer. The master bedroom has floor length windows, and harmonizing quilt, rug and pillows. Intriguing lamps, marble tables and lace curtains make for a pleasant arrangement. Downstairs is the family room, a comfortable, informal room for relaxation, with an exit to the ground level patio. There are two other bedrooms, one which belonged to two of the Rowzie’s sons. Above each bed is a picture of each boy on graduation day from Wakefield County Day School in Flint Hill. The other bedroom, called the Blue Room, features a trundle bed. The Deep Woods has often been used for church gatherings and retreats for small groups, so the many levels, bedrooms, and outdoor spaces have been enjoyed by many. The pond, tennis courts, patios, and riverside fishing add to the enjoyment. This is the 47th year of the annual fundraiser for the Episcopal Church Women. The Dried Flower Sale and House Tbur is an autumn staple in the county, and many community members participate in its success. Tea each day will be served, as it has been for many years, at the Middleton Inn in Washington. This location is donated by owner Mary Ann Kuhn, and a visit to it adds to the country weekend. Tickets for visiting the three house and having tea are $15.00. Individual homes may be visited for $5.00 each. The headquarters of the tour is at the Trinity Episcopal Church in Washington, where the many dried flower arrangements are on display for sale. Everyone is invited. Wrelch paints in a beautiful representational style that captures the endearing qualities of animals and the gentle beauty of the Virginia Piedmont and Blue Ridge Mountains. As a native of Allegheny County, Virginia and long-time resident of Rappahannock County, she draws upon a lifelong love for the natural world for the inspiration for her paintings. Welch is renowned for her sensitive paintings of cows, sheep and other farm animals. Welch began her creative career in advertising as a graphic designer. Her designs received numerous honors and awards, including logos and signage systems for the E-JT Performing Arts Hall in Akron, Ohio and the John F. Kennedy Center in Washington, DC. She designed the outdoor habitat signs for wildlife at Maymont Park in Richmond, which were included in the Virginia Designer Show' at the Virginia Museum of Fine Arts. Robert J. Miko Washington resident Lt. Col. Robert J. Miko (USAF-Ret.). 80, of Washington died Sept. 20 at his residence. Mr. Miko was bom June 21, 1923 in Cleveland, Ohio. He earned the Distinguished Flying Cross with two Oak Leaf Clusters, the Air Medal with Four Oak Leaf Clusters and nine Battlestars after serving in Korea in 1950 and duty in Japan. Subsequently, based in Washington D. C., he was attached to the office of special investigation for the U. S. Air Force. Retired in 1987, he lived in Washington where he owned and managed a 170-acre property. A Christian burial service was held on Sept. 29 in the Kindrich-McHugh-Steinbauer Funeral Home, 33375 Bainbridge Road, Solon, Ohio. Interment was held at Calvary Cemetery, Cleveland. Ohio. A memorial service will be held on Saturday, Oct. 11 at 1 p.m. at the home of Susan and Walter Longyear, 636 Mt. Salem Avenue in Washington.
