Under Principle 1 of the chapter, which states the county will encourage and promote agriculture and ensure the preservation of farm land, McCarthy offered a new policy statement supporting a proposed program of purchase of development rights. It recommends that the county “Sponsor a Purchase of Development Rights (PDR) program to facilitate the preservation of important agricultural lands that cannot be preserved through other means.”
Several Virginia counties and municipalities have established such PDR programs, under which the development rights on a designated parcel of land can be purchased from the owner to ensure that the land remains open and undeveloped in the future.
