The editorial questions funding of the lights. The role being requested of the county is similar to the county's role in supporting broadband Internet service with several differences: the county is not required to advance funds; the county's interest is secured during the term of the lease by a lighting system of substantial value; funding is derived from pooled sources rather than a single company - a single source failure will not lead to default; and ownership passes to the county once the lease is paid off.
