This ordinance shall not be- : come effective until it has been published in the Farmville Herald once a week for four successive weeks, there being no newspaper published in Buckingham County and the said Farmville Herald being a newspaper of general cir culation in said County and tire said proposed ordinance will not be adopted until the terms of■ Section 15-8 of the Code of Vir ginia has been complied with.
