This is particularly true with respect to the Soil Conservation Program, the original and basic Soil Conservation Act being passed with- -Senator Byrd’s supporton February 15, 1936. — Senate Bill 2787 which was passed by the Senate on December 17, 1937, has, I understand, been a subject of much discussion. Beth Senator Byrd and I opposed this bill due to the very drastic penalties aigainst farmers incorporated therein.
