sin 1913, after a sufficient number of states had ratified the 16th amendment, a seemingly innocuous laiw was passed by Congress permitting a levy on the income of individuals and corporations. Count von Bernstorff, then German Ambassador to the United States, said: “You have adopted an income tax. That is the beginning. You will have more and more burdensome taxes.
