To avoid the possibility that certain shrewd traders in critical materials might anticipate the President’s declaration of an emergency' by a few days and boost prices before they were frozen, the Committee adopted an ^amendment which I proposed providing that the President may pick the most representative date within a month before his declaration as the base period for prices and wages.
We also put in our report a statement that the President would be expected to make certain exemptions, similar to those in the present law, applying to newspapers and public utilities.
