Letter To The Editor ' In 1942 all the people along the Rappahannock River and its tributaries were earnestly in desire of flood control. Towns and much farm lands were flooded-the farmer taking the brunt of the loss. They asked the government for help; then come the Army Engineers with a proposal to build Salem Church Dam, about 5 miles west < of Fredericksburg, which • would be 90 per cent power, 8 per cent flood control, and 2 per cent other benefits.
