This would benefit only a small part of Fredericksburg from flood of the Rappahannock River. It : would not protect from flash floods doe to cloud bursts. It wouldn’t protect the farmer above Fredericksburg, but. instead, would flood much of his land permanently. We want flood protection as well as do the people of Fredericksburg. In 1942 when towns and farms upstream were being flooded, Fredericksburg had a cloud burst, flooding parts of town above the elevation of the flood crest of the river. This yras also blamed on the flooding of the river.
There have been only 3 damaging floods in the history of Fredericksburg on record; fldodingonly * a fraction of the town. r I don’t think the Army Engineers know much about flood control, in the right way. In my opinion, their methods are cockeyed.
I wish you would see the March issue of “Soil Conservation,”, an • official publication of the U. • S. ^ Ucpt. of Agriculture, which has an article titled, “The Hydrologist Looks Upstream." The *ystem described will give you flood coriv trol, an even flow of water, and . would control the flood crest of . „ the river.
