Washington—The next session of Congress will see a renewal of the -debate over secrecy in government. The asserted justification for withholding information- from the publi cwill be scrutinized, and there likely will be new legislative proposals on the subject of the people’s right to know. A special subcommittee of the House of Representatives has been conducting a continuing mqxucy into this problem of secrecyin Fed- - eral departments and agencies, and, during the present recess of Congress, the matter has been in the .news repeatedly. Several months ago, for example, a minor official of the U. S. Forest Service, out of an abundance of bureaucratic arrogance, told a Colorado newspaper reporter that the names of individuals receiving Government permits to graze their stock on national forest lands were a private matter. This authoritarian view was supported by thebureaucrats regional supervisor. Only aftfT * public protest against this rtupidrty reached Washington was clearance given for release of the -identities of those being permitted to use, for a small fee, lands owned by all the citizens of the United States.
