On the other hand, the taxpayer, who has to pay for the foul-ups as well as the achievements of Government, is entitled to know what is being done with his money. Inasmuch as he cannot spend his time tramping the corridors of Washington buildings, asking questions, he must rely on the information which can be developed by his representatives n the Congress, and by the news-gathering media.
