Residual fallout persists for a long time although the intensity of the radiation decreases rapidly at first and becomes insignificant as time passes. This if' the principal hazard that fallout shelters are intended to reduce. Nuclear radiations can cause biological damage and sickness, and a heavy concentration of the radiations may cause death. Fallout shelters counter dhis hazard by separating the radiactive material from the shelter occupant and by introducing a shieldf of as much mass as possible which reduces the radiation inside the shelter. The objectives of any fallout shelter program are to prevent deaths and to reduce biological damage.
