Marsh Introduces
Bounty Bill
Rep. John O. Marsh, Jr. (D. 7th District) introduced in the house last week a “bounty bili* intended to encourage any desertion sentiment which might exist among Soviet military personnel stationed in Cuba. ■ The bill would authorize admission of defectors to the United States under appropriate security safeguards and give them cash benefits for one year comparable to their Soviet service pay. i They would have the option of receiving transportation to any other Free World nation.
Marsh noted that his approach was not novel, in that the Lodge Act, now expired was used as a wartime In- ~ i ducement to the military of
j enemy powers to defect. He I urged that the offer be beamj ed to Cuba in Spanish and j Russian broadcasts of the Voice of the America.
The program would be under control of the Immigration and Naturalization Service to insure screening of claimed defectors.
