Ben Mitchell (D-Ky.) who served briefly after being appointed to ah unexpired term. Haley then joined Smith’s staff. Menefee, who has 30 years service as a congressional aide, came to Washington as an aide to Sen. A. Willis Robertson when the latter entered the House.
