Therefore, the regulations in this part are deemed necessary in order to more effectually prevent, suppress, and extirpate such diseases, to prevent the interstate spread thereof, and to guard against the dissemination of diseases from foreign countries."
Dr. W. D. Andrews, Swine Disease Section, Division of Animal and Dairy Industry, State Department of Agriculture states further: “It is, therefore, a violation of Federal Regulations to move swine which have been fed raw garbage into another State, unless they are shipped under special permit and Federal seals, to a specifically approved establishment for slaughter and special heat processing. This means, in effect, that swine which have ever been fed any raw garbage must be marketed locally, within the state of Virginia and sold for processing as described.
With the national Hog Cholera Eradication Program now in effect, all states are emphasizing the need for strict compliance with regulations pertaining to the intei* state movement of swine.
