Officials in Richmond, Va., Secretary of Labor W. Wiliard Wirtz said the tax program represents an approach to the problem of unemployment and inadequate growth which meets the need for greater consumer purchasing to stimulate investment and plant production.
“The present tax structure,” he said, “was designed to raise high revenues and prevent inflation during World War II. During the Korean War it had the same purpose, and since then it has been maintained to enable us to finance our responsibilities of world leadership. The economy has grown substantially in the last 10 years. Stable prices indexes in recent years demonstrate that inflation is not a current threat.
