Today, in our Rappahannock County jail, awaiting disposition, are two children; one 10 years old, the other 14. When you and I hear this we immediately respond and level charges against their parents for parental failure to bring them up in our society as lawabiding citizens. Then, having spoken out and vented our frustration on parental neglect we see that this does not help; the conditions remain the same. So we look around for someone else to find a solution for this bad situation.
