of ten years of school; but ir reality, their combined education amounted to only one year .and a few months. Is it any wonder that their learning potential is so low, even practically impossible to test. Seriously now, what kind of adults can they become? What will they do in our civic community?
It is obvious that their parents have failed them. But what about our schools? Here instead of the schools failing the boys we have failed the schools and the boys. I submit that you and I should look at ourselves; or at each other, or in a mirror, to see who has really failed in the last judgment. I remind you that there exists ! no uniform, firm, gentle, per , sistent persuader in our Sovereign Commonwealth of i Virginia which requires Virginia's children to attend i school. Yes, there was such a law, once. But it disappeared I during that great 'massive resistance" movement. It was 1 rescinded as a safeguard to be sure that no white child was by law forced to attend a public i school with a negro child. Thus mandatory school attendance, ; which the State had formerly ; believed in, and enacted laws to enforce, now ceased to be.
