since 1965, the County has operated under a Freedom-ofchoice assignment plan in which a parent was free to choose the nearest formerly white or formerly Negro school for his child’s attendance. During the past three years, the enrollment in the small rural schools has steadily declined. In 1966-67, a decrease in enrollment resulted in the closing of the W. A. Russell School at Flint Hill. A preliminary survey in April indicated that the enrollment in the remaining small schools would not justify their continued operation.

At the close of this school session, the parent of each pupil enrolled in grades one through six will be informed by letter concerning the school to which the pupil will be assigned for the 1967-68 school year. In order to provide more adequate housing of all elementary pupils, the shop class room and basement room at the Washington Elementary School will be renovated for
