man apart from other torms of life, we are inclined to push thinking aside. Often we will put good hard thinking off or -not plan until problems arising because of change have multiplied beyond our means (human, natural and economic resources) and then scream our heads off in fault finding. Since change of a community involves others, it is not quite so simple as buying a crib, taking out life insurance, or purchasing a lot in a cemetery.
First, we have to take a good long look at what is the current situation, trends, what are our problems and what resources are available to combat them. Individually and collectively we frequently confuse symptons with problems. Often we hear the expression, “That would be no problem if I had the money* when in reality that individual may have had the money had he known and exercised sound money management, had he prevented or controlled disease within his cow herd, had he seen and understood human behavior in counseling. Laws change, new ones are made. Problems aren’t always restricted tofarm boundaries. Population changes, educational levels, water resources and in some places even the air we breathe.
