Marsh said he believed part of the problem involved the volume of mail neither originatinginord e s t inedfor a major post office, such as Washington, which had to be “reworked” in these offices for onward routing. He added that he was recommending to the Post Office Department that it accelerate the development of “satellite” mail-handling centers on the outskirts of major cities and make great er use of circumferential arterial highways in moving mails around metropolitan areas without the need for handling in the main post office of a city in which it was not mailed, or to which it was not directed. The test was conducted by Marsh’s postal consultant, Andrew E. Newton, who was Washington Regional Director of the Post Office Department at the time of his retirement several years ago. Marsh emphasized that Wash ington — 7th District mail traffic does not represent “the only major mail service problem in the area, if complaints are representative of service deficiencies, as they refer, also, to deterioration in service on letters, area newspapers and packages between points within the 7th District -- a problem which will be the subject of another test."
