James K. Skeens, Resident Engineer for the Virginia Department of Highways, made a slide presentation and talk to several classes at Rappahannock County High School during National Highway Week, September 21-27. The theme for this presentation was “Highway Partners”, emphasizing the need for cooperation between local governments, the public and the Highway Department. He presented a history of the Department of Highways from its inception with only 4,000 miles of roads through the present with its 50,000 miles.
