Members of school boards should be elected by the people whom they serve.

Free text books should be provided in all public schools. # We must have better care, treatment, and facilities for the emotionally disturbed and retarded child.

We need an expanded vocational training program for the youth in our public schools in order that those who do not go on to higher education can become more useful citizens and better equipped to earn a living.

Virginia should guarantee interest free loans for all qualified Virginia students seeking higher education.

Competitive teacher salaries are a must if we in the 28th District are to provide quality public school education for our children.

PUBLIC RECREATION

We need desperately public playgrounds, public swimming pools and other recreational facilities for the young and the adults in our area.

MEDICAL CARE

All hospitals which have received or are receiving public funds should be required to have a Doctor on duty at the hospital at all times and to maintain equipment for all contingencies.

CONSUMER PROTECTION

The State of Virginia should have an agency whose sole regulatory function in the protection of the consumer.

CIVIL SERVICE

All non-elective employees of the State (excepting the heads of the State Agencies and Departments), the Counties and Municipalities should be covered by civil service to protect them from political discrimination or arbitrary dismissal from office.

The State Compensation Board appointed by the Governor, should be abolished. Among oilier things this Board determines the salary of our elected County officials. This function, if required by the State, should be given to a State Civil Serive Board or Commission.

JUDICIAL APPOINTIVE POWERS

The authority of Circuit Court Judges to make appointments outside the area of the Courts is not consistent with our system of legal justice and should be abolished.

Instead, these functions should be given to the voters through the elective process.
