When Secretary of Agriculture Clifford M. Hardin appeared before the House Committee on Agriculture, he stated that the most persistent characteristic of American agriculture during these past years has been the ability of American farmers to produce in excess of markets, both foreign and domestic.

The provision for conserving bases is one tool used to help prevent excess production. At the same time, the requirement for conserving use of the land helps save our natural resources in which all Americans have a vested interest.
