The 1971 Special Session of the General Assembly completed its work on February 26, and recessed until March 29. On that day routine matters will be transacted and it is anticipated that the Session will adjourn finally. The Governor has signed the 3 bills re-apportioning the House of Delegates, State Senate, and Congressional Districts, which is required every 10 years by the State Constitution, and has taken these bills to the United States Attorney General, who must approve them since Virginia is under the Federal Voting Rights Act. Suits have already been instituted to contest the constitutionality of these bills. If either the United States Attorney General d is-approves them, or the Courts declare them to be unconstitutional, then it will be necessary for the General Assembly to re-convene and make further attempts to re-district the State. The General Assembly appropriated from the 1970 surplus approximately 21 million dollars for aid to the localities. Of this amount approximately 17 million
