Both Mrs. Coates and Chairman Newbill Miller agreed with Davis that ' ‘it was not only fair but correct to change the word ‘reaffirm,’ ” but Miller disagreed with Davis’s “assumptions” of Board support of the dam.
“We established a policy of neutrality. The mood of the Board has been one of neutrality, even though it was not official,” said Miller.
Davis countered: “The Board refused to join several other counties in opposing the dam, and I assumed when General Noce was appointed that in view of that.. .that the Board would be more in favor than in opposition.”
Shot back Miller: “I was on that Board, and General Noce was appointed in respect of his integrity, not in support of the dam, which I have never favored.”
Mrs. Coates formally presented a motion to change the word “reaffirmed” to “established.” The vote in favor was unanimous.
Added Mrs. Coates. “I also think we should write a letter to Randy Carter and inform him of this, the letter stating that General Noce was free to state his opinions and did not misrepresent this Board.”
Approval of that proposal was also unanimous.
“I have never been so elated,” said General Noce. “I thank you all.”
